Lets say a really good deal comes up that someone doesn't want but wants to let everyone else know about, that someone could possibly use in a restoration..... Where would that thread go?

It shouldn't go here. I don't know that it should go ANYWHERE to be honest. Did you ever consider that this "really good deal" or "rare part" you find but don't want may have ALREADY been found by someone around here who DOES need or want it, and you posting it just put the screws to him getting it for a decent price? I know I sure don't need anyone's "help" in pointing out things I'm looking for so everyone else can bid against me.

This is all simply my opinion by the way.
