I am guessing but I would think it would make sense that who ever built the shaft or did the balance job on it would have put the paint stripes on. That way there would not be a mistake on the color for each length shaft.

The shafts would then be ready to go into the rack by color and the line worker could just grab the proper color when the car it went to came along.

So it makes sense to me that they would do it after building or doing the bal on the shaft while it was still in the lathe and they could spin it by hand to apply the color. I doubt that it was a brush that did it but a pad/swab with a tube of color behind it that was hanging just above the end that they put the color on?

The 70 ss454 i have has the original stripes on it and their brushed on. 2 orange and a green in the middle.

I also have seen many stripes and they were all brushed / swabbed on never seen a sprayed on stripe. Please post if anyone has pics showing otherwise.

I saw a Van Nuys SS Chevelle,that had less then 22K miles.It had overspray inches away from the VERY smooth stripes,as if to indicate it had a template over it,and then absorbed the overspray farther down where it was exposed without the template.
I saw a Camaro driveshaft at Jefferson,that was similar to this.The seller said the car it came off,was a Van Nuys Camaro,in the Car corral that day..

Here are some shots of an LS6 driveshaft, definately brushed on. The paint was wet when the driveshaft was set on a table after balancing/striping and the paint ran lengthwise on the driveshaft.
