how do you post a picture under your sign in name?

Go to My Home then Personal Information then to the section that says:

There may be multiple choices below for specifying your image. If you are changing your current image, select the radio button next to the option you are using to change your image.

URL to your avatar (80x80 max pixels, may be smaller) (.gif, .jpg, .png accepted)

You need to have a small 80x80 pixel image available as a web address (URL). You could either post that on your own home page or do a "test" post with an attachment before editing your profile (you open the attachment in a second window and copy the URL to the appropriate place in your profile.

I think that should work...
