Hey that is the 2nd or third survivor rad tag I have seen that has had white paint on the letter code... I see that they must have used a pad stamp as you can see where the corner of the stamp hit on the left top. Had to have been to highlight the code for easier ID on the line.

I see the same highlighting of white paint on my PA radiator tag. Like mine, looks like they highlighted these tags with a roller of some sort. Really cool car Charley.

You may be able to get most of it out through the dipstick hole using a section of copper tubing which will fit through the dip stick hole... I would use the dipstick hole trick first then refill with oil, circulate fresh oil by pulling dist and priming (which will put it through the filter) then pull it out through the dip stick again... that should pretty well flush it.
