I'd say thats a clever way around the local laws. You're not allowed to park unregistered/uninspected cars around your house if you live within the municipality. They both have current PA tags but definitely don't move. I drive past them everyday both on the way to and from work and not once are they both not there. Take a look at the hood on th '69...I don't even think it's bolted to the hinges. I'd say this fellow is either an inspection mechanic, or has a buddy who is. No doubt he knows what he has and is sitting on them.
