Default Small rust areas

On the hood and roof of my Grand National where the original paint cracked small areas of rust are forming. What is the best way to repair these areas without having the entire hood and roof repainted? Or is repainting entire hood and roof the only way to fix this problem?

Once the paint is checked, it needs to be taken down to metal to do it right. If there is rust in the check crack, there is more rust than you can see. If there was no rust, you could just sand down to the primer and epoxy seal. Then block sand and re-paint. Roger
