if you check the casting date it may help to narrow down your search. I couldn't find that code in what i reference. Also posting a pic might help too. good luck

You are going to have to post good pics of the pad and the casting date.
V = Fliint 05 is May 06 is day of the month. Here is where is gets squirrely. The "1" almost has to be a letter, not a number. 3 character suffix codes started in 70. So, your assumption of the 70 block is rational. I don't think GM ever used an "I" for the first suffix letter code, as it would cause confusion with so many "I" characters used in place of number "1". Is the pad the early style (long) or late style (short)? 010 blocks were made for about 10 years.

Boats used a number, letter, letter suffix a lot of the time.

Jason </div></div> I wouldn't even know where to look for boat motor suffix codes. But, Jason may be on the money here. Sure looks like a "one" and not the letter "I". Definitely not a 1980 casting, as the pad is the large earlier style.

Looks like ICV. In my 1970 book all the codes for passenger cars start with a "C".
