Yes... The owner said he contacted Joel, he was instructed to get an NICB report and he could not obtain one. Selling it ask a project -- maybe a Motion car, maybe not.

Details were a little fuzzy... very, very long description.
I want to say it did not have exposed headlights...
I did not see what it ended for -- I'm not much help.
