In my experience, block #3932386 would have been used for late 68 build 302 and some other small blocks, while the 388 block was used for the SS 300 Hp 350 Tonawanda built engines up until early 1969, when flint switched to the 618 block. For some reason, the 300 Hp 350's were built at the New York plant, possibly due to capacity constraints in Flint.

388 castings were also used in Tonawanda 250 hp L65 builds. I have one in my '65 Nova right now, although the block is about the only 1969 L65 part used in the whole engine. Mine came from a March 1969 Chevelle, and it was complete when I acquired it. Pretty sure 388 castings are a one-year-only oddity, but I don't think there was anything special about them.
