Default 1964 GTO Documentation

I have a GTO that my father and I bought ten years ago. He just retired and started restoring it. We know the original owner. He does not have any paperwork on the car. I also know 3 previous owners of the car and have been told that there were at least two more owners we have not found or spoke with. The last PA inspection was 1976. With all that said I never worried about the car being a real GTO, but when my father sent for the PHS documentation he received a letter back saying that 1964 GTO's built in Baltimore and Kansas can not be documented because they were under the direction of Chevrolet. I have read some crazy things on here about cars not being recognized even with TONS of documentation. We have no plans to sell the car and I know it is the real deal. Just want to hear any thoughts on this. Thanks
