Rick, I've also seen some tanks with the felt-like material between the tank and the straps,others just have it between the tank and trunk floor?????

I have only ever seen the felt on the top side of the tank and never between the straps. I do have some original photos of these if needed. I am sure it could happen both ways, I just have never seen it.

On unrestored cars I have inspected, I have found the straps to be black and felt/anti squeak strips on top of the tank only.
