Default Seat Belt Date Codes

I am thinking that the date code on the sewn-on tags on seat belts goes like this: first number (one or two digits) is the week of the calendar year it was produced, then a letter for the seat belt production plant, then the last two numbers are the calendar year of production. Is that correct?
