Cowl tag decode help.

A friend has asked me help him decode a Chevelle cowl tag.
I don't have a clue

on the Chevelle info and am in search of help with this.
The car is supposed to be an original SS L-78 car.

Tag info:

ST 71-13617 R11093 BDY
TR 706 1919 PNT
11E496
