Looks more like a push bumper, but they're really a Chevrolet accessory, parts department, dealer installed item. They're called "High Rise" bumper guards. I've got a New-in-box set, just as ugly, for the front of a 69-72 Nova if anybody has a hankerin' for that look on a Nova.
