Mystery valve cover hold down??

So found this in my piles, It looks like a chevy small block valve cover hold down, but I have never seen that "tail'. Anyone else seen this and what is it from? thx.

I will take a stab at it. I think it is for a Chev 6 cylinder throttle spring.
