Why is the vin tag cut off another dash board or am I missing something?

The whole car scares me, right from the hack sawed out VIN tag, to the floors all pieced in, trunk pan pieced in and someone I talked to who finally spoke to the seller referenced the cowl section being replaced.
Can you say run for the hills? I smell a car being created from paperwork again. That has happened enough up here in Ontario over the years. I suspect a few guys looked at it, walked away from it and now he shoved it on Ebay. Buyer beware!!!!! Paul

You can see X7 in crayon on the rear seatback, right tach, right floor cutout for shifter. Looks like no X code on tag so early car and has a 69 Walnut wheel that would make sense for a early car. Plenty of orange still remaining on places on the body but just a really big project for a non #'s car.
