whats this thing in the pic the tach is hooked up too? whats it called? i want to find one....
i know itrs some kind of tester...anyone ever see one? WHO MAKES? IS IT COMMERCIAL OR A HOME MADE THING?

Looks to be a 120Vac to 12 or 7Vdc power supply. If you go by the dial.

notice the "0" on the knob is on 5 and the tach is at 5k
theres another pic with the tach at zero...so its powering the tach some way...

Frequency generator/signal generator? Unless it is custom calibrated for cycles per minute, 5,000 rpm would be 83.3 Hz...correct?

It's still a power supply. Just a label over the dc voltage range for the tach readout in rpm.
