Ok maybe what I have is an Idle stop with a turbo 400 kick down bracket made in to it. I'll try to post a pic.

This is from a March 1972 LS3 (400 Big Block), maybe they are the same. I'm not 100% certain this is correct but maybe others can chime in.

I believe, depending on application, that is either a high idle solenoid for an A/C equipped car, or an anti-dieseling solenoid, depending on how it is wired from the manufacturer.
