70 Chevelle Skirt Dust Shields

Does anyone know if the A-Arm dust shield fasteners shown in the 70 Chevelle assembly manual were ever used in production? What’s shown is a push through type fastener similar to one that holds the sail panels in place. All I’ve ever seen used is staples. Does it make a difference between Plastic and Steel other than the number of fasteners called for?
