BBC Casting 3969854 with 4.250bore?

I have this 4 bolt block
Casting 3969854
K4 9
TI 106 CKO
10K128987

It is a 4.250 bore.

I have found lots of info saying its a 70 camaro L78 man block. Not with that bore... any ideas?
