For a 1970 Camaro FAST/SUPERCARS build:

Starting in 68, the federal law required a defroster, and thus a heater.
Hawaii could be an exception in 70, but I don't know.

My 70 Nova Assembly manual still shows heater delete on export cars. It may be the same on Camaro. Find someone that has an Assembly Manual for 70 Camaro and look for a section C48.
