I have the same Coker F70 redlines and they do that same thing over the winter. I use Comet and a scrub brush to clean the tires and then Westley's Bleche-White, maybe two or three applications, to further clean and dress the tire. I can't remember if I used a final dress of Armor All (probably did) but the tires look great afterwards. Follow the instructions on the Bleche-White since it's bad for your skin. I also wet the driveway down before the job and keep water flowing around the tire so the Bleche-White and Armor All don't stain the concrete. Coker redlines are almost too much work to keep nice!
