It's wasn't paint delete, it was special paint. The car would have been painted on the line just like any other car, just a different color.

I agree, special paint is the more correct term. There were rumored back in the day to have been paint delete cars that were painted at the dealership. Other than perhaps bodies in white, I don't know of any that have been documented that way.
It appears that this car did spend time in the paint shop for something as that tag appears to me to address a paint issue, but does not state rework. The lack of the tag addressing an area of the paint on the car is what makes me think the majority of it was shot off line. If we hung a rework tag on something at our plant, you had to specify what was wrong, and that it was rejected. This tag just says to send it to the paint shop.
