The top of the cowl was painted white so when you looked down through the vent slots in the cowl panel, it matched the stripes... I believe the same thing was done with black stripes as well... and its actually VERY common for the paint to extend past the hood to cowl seal, in fact, I think just about every original paint 69 Z I've ever seen has some evidence of this... I've even seen it sprayed on so heavy that they got runs of white paint extending down the firewall towards the heater box. Another thing I've seen is that it seems they only used one strip of 3/4" masking tape to end the stripes, with not much (if any) mask below that... so some overspray is sometimes seen on the other side of the tape... you can sorta see evidence of that in the first pic of the fathom green car Darren posted. (driver's side stripe) You can also see white paint beyond the rubber seal on both sides of that car...looks like even the body tag got some white paint on it. I wish I had some pics of the fathom green 69 Z the Supercar Workshop did a few years ago... they duplicated these type of stripe flaws perfectly.
