The way it was explained to me is, you have to have the seat belts in the car if it came with them and you have to use them. If you install seat belts in your 1955 Chev, then you have to use them too. Perhaps someone with a little more Ontario law savy could elaborate a little more. Our son was in an accident in a car that had rear seat belts but no shoulder belts. The belt did a lot of internal damage and he wore a colostomy bag for the rest of that summer. The driver who had shoulder and seat belts was back at work the next day. Dave ended up buying his '69 Chevelle while off work so it wasn't all bad.

Moral of the story, use all the belts. They are worth it except for the very rare situation.
