Back to the block cast so far prior to car build: It was not uncommon to see this occur up to 6 months of a delta (betw casting of block and build of car) acoording to Jeff Dotterer. He said this was primarily due to relatively low production numbers for the LS6 cars. They would cast a bunch of blocks based on projections and dole them out as the RPO was checked off by the customer.

Considering they built nearly half a million 70's I think the term is quite accurate-perhaps not if you own an L89,but they did build 51thousand L34 SS's.All depends on your frame of reference
