The 290 replaced the 854 block sometime in 1972 for all 396/402 applications...it was produced primarily in the 2 bolt format...but some CE and over the counter engines had the 4 bolt mains....our 70 L78 car has a 290 CE block...as for value....should we assume you have the correct rect. port BB heads...??? This is basically an L78 engine..you couldn't buy those parts and build it for less than $5k..maybe more depending on the heads, manifolds, bolt ons, etc.
