The problem is that in order to access the system for the old stuff, you have to provide a lot of detailed information on why you are accessing the system and provide a lot of credentialing on the user (person accessing the system itself) and NOBODY wants to give that up if something blows up (privacy law wise) down the road. I know a lot of the Police depts have been warned not to try to access it unless it is pertaining to an open case/car theft etc.
