Default Removing Engine Block Filler

I asked this question before and received some interesting ideas but none that worked well. So I figured I'd try again. I have a 69 ZL1 engine that at one point received a half fill of water jacket filler. I know the engine can most likely be run the way with no problems but I would like to remove it if at all possible. Does anyone have any ideas to remove the filler? I believe it is epoxy based and has the appearance of "JB WELD". Epoxy is a very tough compound to break down due to is complex molecular structure. Heat helps to soften it but I am afraid to use too much heat for obvious reasons. I think I need to find a chemical or acid that will desolve epoxy but not aluminum. I will resleeve the block if necessary to it can eat steel. Any ideas chemists?
