Been a while for me too. You're right about the rivets, but unlike a camaro, or nova, where the vin is part of the metal part of the dash, and doesn't come off with the pad, the vin does come off with the dash pad on the challenger.
That forces you to change the vin tag to the used dash. I'm not sure if you can get good replacement rivets, and it does bring out some legal issues.
There was a guy from around here who simply swapped out his ratty ol dash pad with a very nice used one. He got pulled over by the Ia. highway patrol, who checked the dash vin to the registration. No match. Car got imponded for three days until he could prove it was legally his, and he got fined. So there is the issue with the Ebody dashes.
