That's a 1964 Campaign Slogan.
Are they all identical & mounted in those frames?
Their edges look rough cut..are they made out of paper,thicker cardstock or cardboard?
Being so small,I think they came from a ceiling dangler.
Either that or they are a car/counter top topper with ajoining panels.
