Like I said, I have been wrong before. My personal experience is with 1969 Camaros. The latest Van Nuys produced cars I have owned that were issued CA "black plates" were registered new in February 1969 (XJZ) and April (YZN) 1969 which indicated the DMV sequences were at their end. For 1970, the alpha and numeric sequences were reversed, if I recall. I personally have not seen a 1969 Camaro with "black plates" issued after May, 1969, but have heard of July, 1969 Camaros with them. My experience with the DMV is, when they say 1970, they are referring to model year 1970.
These are my experiences and observations, nothing more. The DMV here back then on stuff like this was sporadic, and possibly could have had those plates left over in 1980. I do know if I were to register your car here today, and had the plates with me, they would be confiscated as the DMV is trying to get the "black plates" off the road because they are "not reflectorized."
Maybe Charley will chime in. He probably has 10 "black plate" cars in that facility he calls a garage...
