For the past 20 years the RCMP and other Federal Government agenciies dispose of their "retired" equipment through "Crown Assets Disposal" through a sealed bid system. this is how I purchased a 1979 Malibi 9C1 in 1983 and a 1982 Mabibu 9C1 in 1987.
In the early days cars were just traded in to a local dealer who was preping the new fleet. In St. John's in 1973 our local Ford dealer was delivering 20+ 1973 Fords and had 20+ 1971 Chevs on their used car lot. The cars were given a quick repait in white (back in those days the cars were black and later that weird shade of blue.
My cousin was in the RCMP in Sasketchewan through the late 60's and 70's,mostly in remote towns. His detachment had between 4 and 6 units. When refresh time came, in those days 2 years or 100,000 miles the old units were retured to divisional HQ for new ones.
Used cop cars were always popular with the general public.
In reference to an earlier post about Central Motors in London Ontairo, I purchased a 1970 442 W-30 last fall that spent its whole life in the London area and was sold new at Central. I got a ton of paperwork with the car that included original invoices and business cars of Wayne Huber and Don Brooks.
