Singapore maybe? I installed a network over there a few years back. They cut your hand off for stealing! It was wild. Because of the time change, I could not sleep and went out at 3am their time looking for coffee. All of the open air shops had their wares out in the open, no locked doors.

Of course, there was jail time if you got caught chewing gum (it is outlawed there).

Always a down side!
