Just a guess here, but I assume that you have put some kind of treatment on them. You might have some humidity in the air and the water in the hoses is colder than the air. So when the hoses start 'sweating' they pick up some of the hose treatment and make things feel 'oily'. Maybe this is the answer. If it is not, I am sure that someone will have the answer.
