The emblems look like the ones that would have been installed on a 1967 427 Impala, so I can see them using the emblems, but anyone could go to a dealership and order them from the parts dept. I'm not saying this was the case with this car but you need more evidence like the engine pad info, casting numbers on the back of the block, what heads are on the motor, intake, etc. With no paperwork and no way to look at the cars history (THANK YOU HOMELAND SECURITY), its going to take a deeper look at the characteristics of this particular car... Has nothing to do with Homeland Security and everything to do with a Hollywood actress being hunted down and murdered at her front door out in California a few years back by some lunatic who got her address info from the local motor vehicle office. The result was a Federal and well as local law in every state that now restricts the information going out on ownership history.
