COPOs were generally built in batches when the components were ready. The NOR number is the number assigned when the dealer's order was accepted, it doesn't specifically go with the VIN when was built. Often the orders would sit and wait until enough more orders were made to fill a batch run of 50 or so. So in this situation the order was accepted but the cars were not built until more orders for a COPO were made and that was 5000 cars later. This is a rough idea of what CRG has researched and found out. I'm sure someone will correct any mistakes I made but it gives you a rough idea.
