In Japan, you could get a same number plate as yours that plugged into the license plate light and had neon numerals and letters. In Hiroshima where we lived for a while, they had white plates with green numerals, so the neon glowed in green when the headlights were on. In the daytime they looked like regular plates.
This was a while ago (late 80's) and the cars that usually had them were the forerunners of today's "ricers". Blacked out windows, lowered way down, ground effects and outrageous spoilers, and fart pipes. But the plates were cool. Haven't heard of that here in the US.
