As Sam said,in 1969 the BB Chevelles had that same small metal bracket to hold the PCV Rubber hose in place,but no Fuel line bkt.was used.
In 1970 that BB PCV metal bracket was not used,but the Fuel line bkt. was.
Maybe this carried over into the LT-1 cars also?

As far as Jack mentioning it is missing a TCS clip,are we sure it even had one?
Speaking for the 1970 Chevelles,the early cars got a COMPLETE rubber TCS hose line connecting it to the Vacuum advance,TCS solenoid & carb.No metal clip was used,as it would have pinched the rubber hosing down.
But after a few months of production went by,beginning on January 13 1970,they redesigned that same rubber TCS hose to include metal lines in between those rubber beginings used on the complete TCS system from then on.
Thus they added the metal clip in the center area of the top of the passenger valve cover to hold the now metal tubed Distributor vacuum advance TCS line down.
