The same thing happened to me. I posted that I was looking for parts on Team Camaro and this guy contacted me. Sent me photos, told me of the quality of his parts and even had his own website. When I finally got the parts (2 bumpers and misc.) I thought were a good deal, they were crap! I ended up using them, but they're barely presentable even on my kid's daily driver. In fact I even ended up ordering a repo front bumper from Ricks because the one I bought used, although straight, would need to be rechromed. (It looks like both bumpers got too close to someone who was sandblasting.)
I didn't try getting restitution and the guy stopped replying to my e-mails the day I received my parts. I'm treating it as a lesson learned, but I'm curious if it my be the same guy.
