Chck for inline fuseable links that got too hot. They may not be passing the currrent like they should.
Look for a rubber hose looking thing with another about 5" on further in the same line. Usually on the wiring near the alt and another one on the headlights. Test on each side of it to see if you are getting full voltage. If you have a wiring schematic you can find them easy.
