NICB keeps records related to insurance claims and thefts. They also have the shipping records on most (but not all) cars, but if a VIN check is called in on an older car, and there is no insurance claim or theft history, they will report that there is no record on that vehicle/VIN. On the older cars, as COPO said, they have to look up shipping records on microfilm, which they would not normally do unless requested by the person seeking the information. Other than collector's curiosity, there is no legitimate reason for anyone needing shipping records for a 30+ year old car, and NICB isn't in the historical records business.

When a newer vehicle is checked for any claim history, the shipping records automatically come up on their computer, so no extra microfilm search is required.
