There are basically two ways to change the file size. One is to shrink the dimensions of the photo, the other is to change the compression factor. When you save a JPEG file, you are usually asked which compression factor, from 0-100, you wish to use. 0 will give you a very small file with very crappy quality, 100 will give you a huge file with wonderful quality. The better photo handling programs, like Photoshop, let you preview the results of different compression factors before you save the file. I would recommend between 20-50 as a JPEG compression factor, use the highest number that gives you the desired file size while not compromising quality too much. PM me for more info.
