Sounds like they (bad guys) are at it again. Since eBay recently set up shop with PayPal it looks like someone may have stolen a email list. We (good guys) have uncovered this in the past:

Be very cautious about any email received stating that the online company that you have an account with lost your login & password or account info. Any company that loses your records and sends you an email asking for your input in my opinion should not be in the business.
