Not a "ringer" at all. Mr. 70 and SS-427 are correct on the shield. California emissions, or any other area in the country where the engine could see "severe duty" likely got them. Hill climbing, emissions, and towing all caused engine operating temps to rise and Chevrolet engineering elected to use a shield to keep the carb cool. Shields were also recommended by service if a towing package was later installed for the same reason.
