The motor vehicle safety standards that governed this went into effect in 1968, but I think you might be on to something with respect to the "continental U.S." criteria.
It appears from these standards, that either the car has to have a defroster/defogger OR for vehicles outside the continental U.S, they may have one in lieu of meeting the standards. If anyone is interested, I can post the actual government standards for defrosters/defoggers (my paraphrasing may not be entirely accurate).
Let me ask this then... Was C48 a valid option for Camaros in 1969 (and 1968 for that matter)? Or, was there an export option (or overseas option if you will) that deleted the heater?
