There was no 'COPO' wheel. The standard wheel for 1969 COPOs 9560 & 9561 was the production 14 x 7 XT code wheel as used on Camaro SS. Painted black with wheel covers, body color with the standard hub cap. They were full-gloss; seen plenty in my day. Rally wheels were more of a satin finish, not much gloss.

1968 Yenko COPOs used Pontiac Rally II wheels, painted Argent.

From John Z's First-Generation Camaro Assembly Process on the CRG site:

Wheel Painting: The wheels were removed from the prime conveyor and placed in another conveyor system that took them through a booth where their faces were sprayed with color wheel enamel, then through an oven, and the conveyor continued to the wheel & tire assembly area where the wheels were picked off.
