As a former CA resident I always felt fortunate (lucky?) that smog checks were not required for vehicles 30 years and older under SB42 (which passed in '97 when I was in college). Even then it seemed almost surreal that California's classic car smog laws were substantially less controlling than Wisconsin's, where I'd grown up.

I agree that it's lame to require classic car insurance and 'historical' plates on SB 712 but I still see it as a victory, at least by California standards.
