The packaging on all the tanks leaves a lot to be desired....but then again, that's what you get for relatively low ship costs. From what I've seen there is typically a thin layer of the white foam sheet material and then a single wall large box. The Spectra tank I recently bought (and returned) had an additional smaller box loosely taped on over the otherwise protruding filler neck.
As I mentioned before....I wouldn't necessarily trust the sellers' description on the finish.....at least for Spectra Premium branded tanks.
The Taiwan-made tanks from Auto City Classics do appear to be the original style ternes steel material/finish. But, as I mentioned earlier, a Buick buddy of mine that ordered one a month or so ago said the underside (side you see when installed) looked like it had been dragged across a floor. Seller refused to do anything about it and said something like "the tank is functional and that's what a replacement tank is for" (or something to that effect). Also, the Auto City Classics Taiwan tank (and likely others) has rounded corners on it...originals were/are squared off corners. A minor thing unless you are really concerned about all the details.
