The cutout areas on the secondary flaps are a big tell. They help enrich the rear barrels to keep from having a lean mixture before the upper flaps open. The holes in front of the square openings is where the fuel for the rear barrels comes from. It was a big help on my Q-jet equipped Chevrolet drag cars to have the front edge of the upper flaps conviently slightly open instead of completely closed. I was never DQ'd in tech for doing that.
